Position Purpose:
The incumbent professional will perform complex duties related to the coordination and review of the formulation and execution of contracts and other agreements, as required, ensuring compliance with appropriate regulations in accordance with established company policies and procedures and under limited supervision of the supervisor.
Essential Duties and Responsibilities:
- Manages cradle-to-grave administration of a portfolio of contracts, including reviewing and negotiating terms and conditions, processing of modifications, and completion of the company's internal forms and reports.
- Serves as the primary point of contact with customer contracts/subcontracts and with internal project staff for all issues related to contract requirements and compliance issues related to assigned contracts.
- Reviews and negotiates teaming agreements.
- Reviews and negotiates non-disclosure agreements.
- Reviews and analyzes solicitations to understand and convey relevant contractual issues and risks, and to help ensure that company proposals are fully responsive to prospective customer's requirements.
- Negotiates with customers and executes contracts on behalf of the company within the incumbent's designated signature authority.
- Develops clause flowdown documents for use by procurement staff.
- Completes required compliance reporting in client information systems.
- Performs independent research and analysis to understand risks and provide guidance associated with contract execution, specifically related to ensuring compliance with federal government acquisition regulations.
- Assists in the preparation of responses to requests for proposals from clients.
Required Knowledge, Skills & Abilities:
- Incumbent must be able to read, write, and communicate fluently in English.
- Incumbent must be able to read, interpret, and explain documents such as procedure manuals, government regulations, and legal documents, write effective correspondence for both internal and external consumption, and speak effectively before groups of employees, clients, or vendors.
- Incumbent must possess the ability to calculate figures and amounts such as discounts, interest, and percentages, and apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Incumbent must have a mastery of basic algebra and an intermediate knowledge of accounting concepts.
- Incumbent must possess sound reasoning skills and regularly show ability to interpret and explain complex technical rules, regulations, and instructions. Incumbent must be able to solve practical problems dealing with a variety of concrete variables with limited guidance from the supervisor and with great attention to detail.
- Incumbent must be proficient in the use of Microsoft Office products, specifically Microsoft Outlook, Microsoft Word, Microsoft Excel, and Microsoft Access.
Education/Experience:
- Bachelor's degree in Business Management or related field is required.
- Ten years of demonstrated professional experience as a contracts administrator or in a similar role in the acquisition career field is required.
- A Master's degree may be used to substitute for two years of professional experience (a minimum of eight years of professional experience would be required).
Certificates and Licenses:
Professional certification in either contract management or a specialized related discipline is required within one year of hire.
Clearance:
This position requires that the candidate be willing and able to complete a successful background screening for a security clearance. Candidates with an active security clearance will receive preference.
Supervisory Responsibilities:
Incumbent may supervise junior staff or serve as a team leader.
Working Conditions/ Equipment:
- This is a remote position. Incumbent will be required to report on-site as required to support tasks that require in-person presence to complete.
- While on-site, Incumbent will work in a general office environment with general office equipment available.
- Incumbent will be required to sit for extended periods at a desk and work on a computer for up to eight hours per day.
- Incumbent will be required to work a set schedule established with the supervisor.
- Incumbent must be able to lift up to 20 pounds without assistance and 40 pounds with assistance to complete inventory activities or move file boxes.
